Under the Plastic Waste Management Rules, EPR (Extended Producer Responsibility) compliance is mandatory for any business that introduces plastic into the Indian market. These businesses fall under the PIBO categories: Producers, Importers, and Brand Owners. If your company uses, manufactures, sells, or imports plastic or plastic-packaged products, you must complete EPR Registration for Plastic Waste through the CPCB portal.


The following types of businesses are required to register:


1. Producers of Plastic or Plastic Packaging
Any business that manufactures plastic products, plastic materials, or plastic packaging material must apply. This includes units that produce virgin plastic, recycled plastic, or multi-layered packaging.


2. Brand Owners
Companies that sell products under their brand name and use plastic packaging are required to obtain EPR registration. This applies to FMCG brands, cosmetic brands, food and beverage companies, household product brands, and others.


3. Importers
Any business that imports products with plastic packaging, or imports plastic items directly, must register. Importers contribute significantly to plastic waste and therefore fall under mandatory compliance.


4. E-Commerce and Marketplace Companies
Online platforms using plastic packaging for deliveries or logistics are also required to complete EPR registration. This includes warehouses, fulfillment centers, and online retailers.


5. Manufacturers Using Multi-Layered Plastic (MLP)
Companies using multilayered packaging (such as chips packets, sachets, and flexible packaging) are required to comply because MLP generates high levels of non-recyclable waste.


6. Retailers, Distributors, and Traders Generating Plastic Waste
Even if a company does not manufacture plastic, it must register if it introduces plastic packaging through its supply chain.


In simple terms, any business generating, using, or circulating plastic packaging must obtain Plastic EPR Registration to operate legally and avoid penalties.
