Is “To Whomsoever It May Concern” different from standard certificates?

I recently noticed that some documents use slightly different wording, like “to whomsoever it may concern,” and I’m wondering if that actually matters. I need a certificate for official use, possibly with more than one authority, and I don’t want it rejected because of wording issues. Does to whomsoever it may concern serve a specific purpose, or is it just another version of the same type of document?

In practice, to whomsoever it may concern is used when the document is intended for broader or multiple recipients and needs to sound more formal or universally applicable. Authorities can be quite strict about how documents are phrased, so getting it issued properly is important. I obtained mine via to whomsoever it may concern and it was accepted without any issues. Having the correct wording from the start saved a lot of back-and-forth.
