Is “To Whomsoever It May Concern” different from standard certificates?

I recently noticed that some documents use slightly different wording, like “to whomsoever it may concern,” and I’m wondering if that actually matters. I need a certificate for official use, possibly with more than one authority, and I don’t want it rejected because of wording issues. Does to whomsoever it may concern serve a specific purpose, or is it just another version of the same type of document?
